本會成立於一九八七年是一個非牟利組織, 不單是粉嶺公眾游泳池及清水灣一灘的駐場拯溺會及社區體育會亦是香港拯溺總會附屬之屬會, 定時到各大院校推廣拯溺知識, 開辦不同類型的拯溺課程, 為有意投身救生服務之人士給予專業的培訓。
